Environment and Conservation Fund
The Environment and Conservation Fund (ECF) has been set up by the government since 1994 to provide funding support to local non-profit making organisations for projects and activities in relation to environmental and conservation matters. The categories of projects include Environmental Education and Community Action (EE&CA) Projects, Community Waste Recovery Projects and Environmental Research, Technology Demonstration and Conference Projects, Energy-cum-carbon Audits and Energy Efficiency Projects, etc. Under the ECF Ordinance, the ECF Committee has been set up since 1994 to advise the Secretary for Environment and Ecology, the trustee responsible for the administration of the Fund, on the use of funds.
Objectives of EE&CA Projects
All EE&CA Projects should target at enhancing the environmental awareness and knowledge of the participants, mobilizing action and inducing behavioural changes to improve the environmental problems, with positive impact on the environment and measurable and tangible outcomes against the objectives set for the projects. Projects should identify effective, and where possible, innovative means to achieve the objectives and should take into account the environmental impact of project implementation (such as waste generation and material consumption).
Be the Change
Climate change is an unpredictable and ever-changing phenomenon. The COP27 climate summit called on all countries to implement carbon emission reductions as an urgent matter. To change the climate, in addition to top-down measures — governments formulating and implementing environmental policies, it also requires bottom-up measures — citizens/consumers are willing to change their lifestyles and consumption patterns to varying extent and on different aspects. Only by working together to "Be the Change" can we reverse the climate change and turn danger into safety.
"叱咜" is a transliteration of the English word "Change" and also sounds like the Cantonese word "咔嚓", evoking the sound of a camera shutter clicking. "風雲" represents "weather and climate", so the name of this project, "叱咜風雲", also implies "catching up with, observing, and focusing on changes in the climate environment," and that we here & now are changing the climate through carbon reduction and carbon neutrality actions.
The plan aims to raise awareness and take action , using visuals, sound, images, and text. Through experiential learning games and competitions, and via physical spaces (home and school) and online social media platforms, it conveys the message that "Low-carbon living is urgent; the fate of the planet is everyone's responsibility." Low-carbon living refers to a lifestyle that reduces negative environmental impacts by changing lifestyles and habits, thereby reducing carbon emissions and resource consumption. This is an important action aimed at addressing climate change and environmental damage, and achieving sustainable development. Funded by the Environment and Conservation Foundation, DADs Network is organizing this competition on the theme of "Low-Carbon Living" to raise students' awareness of carbon emission reduction issues and to convey and promote the importance and feasibility of low-carbon messaging.

Introduction
The phrase "存亡之秋" is often used to describe a momentous occasion, signifying a major challenge or crisis. Climate change, for example, is a significant challenge facing humanity, requiring global effort and action to ensure our future and the sustainability of our planet. Funded by the Environment and Conservation Foundation, DADs Network is hosting this competition themed "存亡之秋" to encourage the public and students to use photography to express that the issue of climate change is urgent and cannot be delayed any longer, and to raise awareness of climate change and carbon neutrality.
